Rebels release police prisoner

PAGADIAN City-- Front Committee Kara of CPP-NPA fi nally freed police prisoner of war (POW) PO2 Faisal Madjid Juhaili after more than a month of captivity. RMN DXPR Pagadian Station Manager Alejandro Gesta and Program Anchor Elmer Maghanoy were among the few persons who were invited to witness the release of Juhaili in Barangay Canipaan, Bayog this province at about 4 o'clock in the afternoon. A short program was accordingly conducted in a barangay hall where the rebels declared that they are releasing their captured police offi cer after his family asked for his freedom through a certain Ustadz Abdul Juhaili, a close relative of the victim. In a radio program "Straight to the Point"of RMN-DXPR Pagadian, CPP-NPA-NDF Spokesman Ka Ores disclosed that aside from the family's request, an investigation was also done by their revolutionary movement and found that the police offi cer has no records of committing violation of human rights in all its areas assigned.

Ka Ores further revealed that there are still movements they are going to undertake in the area if human rights violations continuously take place especially in the issue on mining in Zamboanga Peninsula Area. A released statement also revealed their sentiments over the operation of Large Scale Mining Firm TVI Resource Development Inc. at Bayog this province which accordingly has done so much destruction and human rights violations in the area. The movement also poured out their emotion in the said statement over the Cerilles administration that accordingly ignored the said human violations activities and had benefi ted from the mining fi rm's profi ts taken from the natural resource of Zamboanga del Sur.

PNoy declares June 6 as nonworking day in Zanorte

PRESIDENT Benigno S. Aquino III has declared June 6, which falls on a Wednesday, as a special (nonworking) day in the province of Zamboanga del Norte in celebration of its 60th Foundation Day. The Chief Executive issued the declaration through Proclamation No. 380 signed by Executive Secretary Paquito N. Ochoa Jr. on Monday, May 14, to give the people of Zamboanga del Norte the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

Zamboanga Rep. Roseller Lim authored the bill that divided the province of Zamboanga into the provinces of Zamboanga del Norte and Zamboanga del Sur. On June 6, 1952, the bill became the Republic Act No. 711 that created the Province of Zamboanga del Norte with Dipolog as the capital town and the Province of Zamboanga del Sur with Pagadian as its capital. Zambo to develop isles as tourist hub

ZAMBOANGA CITY - The formal approval of the Sta. Cruz IsLand development plan by the Department of Tourism (DOT) and the Tourism Infrastructure and Enterprise Zone Authority (Tieza) gives the city government the green light to start improvement of the natural tourist attraction. Mayor Celso Lobregat, however, has emphasized that the development of the Great and Little Sta. Cruz IsLands will be a low impact development with the main goal of making the facility a premier site for ecotourism. "The facility's takeover, protection and preservation form part of our administration's initiatives to promote Zamboanga City as a premier tourist destination with the overriding goal of transforming the site into an isLand-ecosystem which includes the Landscape, seascape and marine resources that is responsibly and sustainably managed, developed and protected by the local government with the involvement of the community and other stakeholders for the maintenance and preservation of the natural biological, physical diversities of the environment and for ecotourism promotion," Lobregat stressed. The results of the Sta. Cruz IsLand Architectural Design competition, launched last April 11, will serve as the starting point for the development of the area.

The architectural design contest will culminate in June. At least 17 employees, including tourism and environmental officers, community development offi cers and park rangers, will be hired to man the isLand, according to Lobregat. Lobregat said P20 million has also been reserved for the development project. "But the development will not be the Boracay-type of development," Lobregat said, stressing that the idea is for visitors to go to the isLand by the day and in the afternoon return to the mainLand and stay in the hotels. Tieza has formally turned over and transferred to the city government of Zamboanga the development, management, maintenance and operation of the Great and Little Sta. Cruz IsLands protected Landscape and seascape. The formal turnover and transfer of the Sta. Cruz isLand is pursuant to the memorandum of agreement forged on June 17, 2011 by DOT, Tieza, the city government, Department of Environment and Natural Resources (DENR) and the Protected Area and Ecotourism Management Board. Tieza chief operating offi cer Mark Lapid, in a letter to Lobregat dated March 19, said in addition to the development plan previously submitted to the DOT and Tieza, the city government of Zamboanga shall provide Tieza ten-year fi nancial projections to assess the viability of the development plan. DOLE-12 to hold confab on new wage order

KORONADAL City--The Department of Labor and Employment (DOLE) and the Regional Tripartite Wages and Productivity Board (RTWPB) have slated a series of meeting with stakeholders on the new wage order after a successful symposium on wage order on May 1. RTWPB 12 Board Secretary Jessie de la Cruz said the activities are intended to encourage public awareness of Wage Order 17 that became effective last April 18. He said that wage symposiums will be held in Tacurong City for Sultan Kudarat area on May 4 (Friday); in Cotabato City on May 17 and in Kidapawan City for North Cotabato province on May 24.

"Wage clinics for General Santos City and Sarangani province area are tentatively scheduled on May 11. We aim to cover the entire Soccsksargen area before the end of May," he said. Through these wage clinics, DOLE 12 and RTWPB 12 explain how the board - which include among others labor and management representatives - arrived at the decision to order an additional P10 to 14 to the daily cost of living allowance (COLA), decide on the salient features of the new wage order, as well as penalties for non-compliance and provisions regarding exemptions. The activities are also venues where stakeholders can clarify issues regarding the provisions of the wage order and implementation of the same. During the symposium in Koronadal City on Tuesday, de la Cruz said the board decided to pass the new wage "motu proprio" after a series of public consultations, and based on the socio- economic data provided by the National Economic and Development Authority, Department of Trade and Industry and the Department of Agriculture.

"We would like to clarify the wrong notion that only DOLE fi xes the wage in the region, he said. "Both the labor and management sectors are equally represented in the board. Simplicio Villarta Jr. of the Federation of Free Workers and Jomarie Angeles of the ALO-TUCP sit in the board as labor sector representatives while Atty. Eugenio Soyao and Warren Gregorio Manilay represented the management sector, de la Cruz said. The board is being chaired by the DOLE regional director. De la Cruz said that the board decides to raise the minimum wage based on the following criteria: needs of the workers and their families; capacity of pay of the employee or industry; comparable wages; and requirements for national development, investment, and employment generation.

Other factors considered were changes in the prices of the basic commodities and services, infl ation rate, and poverty threshold. "As of February 2011, poverty threshold level in Region 12 is at P226.62 per day for a family with five members," he said. "If we consider, our lowest minimum wage was already P234 before the implementation of the new wage order." Wage Order RBXII No. 17 orders the integration of the P15 COLA ordered in the previous order into the basic pay, which de la Cruz pointed out also increases the bases of computation of the 13th month pay and other benefi ts and bonuses of the laborers.

The wage clinic in Koronadal City was attended by more than 200 participants from labor and management groups, payroll offi cers of establishments, nongovernment organizations, media, private Schools, and other stakeholders. Team defuses 2 planted IEDs

COTABATO City-The city's Explosive and Ordnance team has successfully defused two improvised explosive divice placed near a hospital on April 26. The two IEDs use 88mm mortars which were connected into a cellphone, as the triggering device for explosion, were found by street kids that morning who were looking for irons that they sell at the junk shop.

The street kids when found the things, have called up the attention of the hospital guard to look into the matter. City administrator Atty Cynthia G. Sayadi believed that the placing of improvised explosive device (IED) near the hospital is politically motivated. She said authorities have a lead already on the suspects and that concern government agency is already pursuing them.
