NEW Bilibid Prisons (NBP) director Gaudencio Pangilinan was formally charged on Monday before the Department of Justice (DOJ) with alleged violation of Republic Act No. 3019, known as the "Anti-Graft and Corrupt Practices Act." Kabungsuan Makilala, a prison guard and a former member of the Bids and Awards Committee of the NBP, and Sandra Cam, accompanied by their legal counsel Allan Paguia, personally filed their consolidated complaint in connection with the alleged corruption being committed at the NBP. In their three-page consolidated complaint-affidavit, Makilala and Cam also charged Pangilinan with violation of R.A. No. 9184, otherwise known as the "Government Procurement Act" when Mayers Foods and Catering Services was allegedly selected to supply food to the NBP inmates amounting to P16-million.
The complainants also cited the more than P1.5-million contract for the renovation of the administration building in the so-called "chop-chop procurement" and unauthorized cutting of historical trees without the required permit from the Department of Environment and Natural Resources. They also accused Pangilinan of illegal transfer of some inmates and unauthorized exercise of appointing power. Likewise, the complainants asked the DOJ to place them under the coverage of the government's Witness Protection Program. PNA
