Bigcas linked to Davao shooting


DAVAO City--The chief of the Davao City Police Office has called on suspected smuggler Lynard Allan Bigcas to surrender after he was identified as a suspect in the shooting of a ranking official of the Housing Land Use Regulatory Board (HLURB) in Region 11 last Sunday. Police identified the victim as lawyer Roberto Mauro Miguel Palma Gil, regional director of the HLURB. Gil, 38, is a son of former Davao Oriental governor Elena Palma Gil. Senior Supt. Ronald dela Rosa, city police director, said a closed circuit television camera caught a man who looked like Bigcas chasing and later shooting Palma Gil without saying a word. The shooting took place at around 11:30 am on Sunday near the corner of Mabini and Torres Streets here. "He (Bigcas) should surrender now and face the charges against him. He may be here in Davao City or in other places. He is using a getaway vehicle," said dela Rosa. Dela Rosa said investigators were looking into the possibility of a "love triangle." He said at the time of the shooting, Bigcas was with his alleged girlfriend, a lawyer who incidentally is a former girlfriend of Palma Gil's.

Bigcas, who hails from Talakag, Bukidnon, became a controversial figure after authorities carried out raids in his hometown and in Kauswagan, Cagayan de Oro, and seized expensive motorcycles and Cars suspected to have been smuggled into the country. He was investigated by congressmen last year as a result of the US Federal Bureau of Investigation-backed raids that resulted in the seizure of at least 25 luxury vehicles and 15 motorcycles. One of the motorcycles was an US$80-thousand Harley Davidson Martin Brothers model that was allegedly stolen from Hollywood scriptwriter Skip Woods in Houston, Texas. Bigcas bailed out in August last year. Palma Gil, a resident of Townhouse B5, Palm Street Green Heights Subdivision, Buhangin here remains under observation at the Brokenshire Hospital.

SPO1 Sherwin Lelim Arbania, one of the investigators, said Palma Gil was driving his Toyota Vios when he noticed that someone tailing him using a Hilux pick-up truck. He said Palma Gil stopped at the corner of Mabini and Torres Streets apparently to accost the man. Arbania said that as Palma Gil approached the suspect's vehicle, he noticed that the suspect was holding a gun, prompting the victim to go back to his vehicle to also get his firearm. But before the victim could reach his car, the suspect fired at him, hitting his shoulder and right hand, police said. Police said lawyer Aimee Salisi, 29, who happened to be with the suspect, went down from the suspect's vehicle to help the victim. Police said it was Salisi who brought the victim to the hospital while the suspect managed to flee. PHILIPPINE NEWS AGENCY
